I have the honour to inform you that I
have been asked by the Postmaster-General, in a letter of
which I enclose a copy,
to request your authority to institute
a system of good-conduct badges for the members of the Post
Office. I see no objection to the proposal, and propose to insert a sum of $120 for the purpose in the Estimates for
1904.
